COMMISSION'S REPORT

of crimes. It is an appalling document, and incidentally shows the excellence of the Allied spy system. It contains tho names of many of the perpetrators of ; tho worst crimes, even the signed orders ; for their perpetration being given. It covers the principal massacres of Bel- [ gians. French, Greeks, and Serbians,, and the worst cases of submarine sinkings, though it is noteworthy that the Lusitania is not mentioned. It gives the names of more than GO Turks and Germans who wero responsible for niur- t dering, burning alive, and drowning 200,000 Armenians between 1914 and 1018. The document proves tha-t tho civilians of Belgium and France wore used to shield the German troops. Ten thousand civilians were hanged. It describes a long category of most horrible ■■ crimes and outrages committed by the Bulgarians. The bodies of the victims were left to dogs and pigs to devour. In many villages no woman was spared violation, often under the most awful circumstances. Of 100.000 Serbians who were interned, 50,000 returned broken in health. The document authenticates tho fact that the German and Austrian authorities carried off ten per cent, of the Serbian female population during 1915-IS. The schedule comprises a talo of wanton devastation, ruthless slave-driving, tyranny 3 abasement, violations, and ill-treatment of prisoners, and other descriptions or frightfulhess. [ CHINA AND JAPAN. (Received April 25th. 7.30 p.m.) PARIS. April 23. The points in dispute between China and Japan have been referred to a committee of experts to endeavour to arrive at a solution. LEAGUE OF NATIONS. (Received April 26th, 1.20 a.m.) TOKIO. April 24. A mass meeting called to considei the League of Nations adopted a resolution that Japan should not join the League if tho racial equality amendment was not adopted.
