(PRESS ASSOCIATION TELEGBASI.) . WELLINGTON, December 30. It is understood that tho difficulties in the way of tho Wellington City milk scheme have been overcome. The arrangement is that tho Citv Council makes an arrangement with t&e vendors to carijr on under the block system the supplying of the city. The vendors Lavo to bo licensed, and a scheme is being devised to protect their interests, making it impossible for the Council in any circumstances to confiscate their interests in thoir businesses.
