A London message says that the Allies, in estimating Germany's ability to pay indemnities, are considering the claiming of royalties from German coal and potash, and also taking control of tho railways. Germany probably has not more than £150,000,000 in "gold, and it is possible that a special tax over a period of years may be proposed by the Allies.
The "Daily Mail," reviewing the question of whether Germany is able to pay for war damages and war expenditure incurred, by the Allies, which are estimated at £25,000,000,000, says that this amount is less than one-seventh of the main German assets in sight.
