The "New York Times" says editorially' President Wilson's principle of the freedom of the seas is oot accepted unanimously in the United States because the principle goes bo-j-ond the latest authoritative American declaration concerning the matter, as laid down at the Hague Conference in 1909. It is assertod that had President Wilson's princide been endorsed during the war the allied nations oould not have conquered Germany. It is further declared that the application of I the principlo would indefinitely have prolonged the American civil war.
