A GENERAL STRIKE. (Reuter'o Telegrams.) (Received November 14th, 10.5 p.m.) BERNE, November 12. A general strike has begun everywhere in Switzerland. The workmen's demands include the re-election of a National Council <n a proportional basis, the re-election of the Federal Council according to the strength, of parties, the revision of the Constitution, and' the oxtension of popular rights. The Federal Council, as a result of tho revolutionary movement, is prepared to grant the reforms voluntarily^
