NOTE FROM THE ALLIES. (By Cable.—Press A«*oci»t:on.—Copyright : (Beater's Telegrams.) (Received November 7th, 10 p.m.) PEKING, November 6. The Allied Legations havo presented a Note to China, recapitulating many points in which China has not fulfilled her duties to the Allies in connexion with enemy agents, also expressing disappointment that China has wasted revenue on internal strife, instead of developing her industrial resources.
