Government thoroughly understands and appreciates tho importance of developing power-as quickly as possible. But I want to say at the same time that a country like New Zealand c annot possibly carry on its share of the war and also a great schemo of public works. As soon as our soldiers get back and release labour that is at present employed in unaccustomed channels, the whole matter will bo considered, and a comprehensive scheme will be prepared. It will be essential to do this in view of the enormous financial liability that we have incurred during the war. "\Ye must increase our production if we are to carry the burden of our war liabilities without very serious difficulty/'
