NEW YORK, November The "New York Times" Tokio correspondent reports that General Knox, head of tho British Military Mission to Siberia, has arrived at Omsk, and been given the heartiest welcome by tho officials of the new Siberian Government. The Commander-in-chief of the Siberian army held a review. British troops have arrived at Omsk, and were given a great oration.
