(Received November Ist. 9.20 p.m.) WASHINGTON, October 31. Mr Charles Hughes's report on aircraft investigations does not reveal glaring defalcations, but recommends tho criminal prosecution of three officers for having dealings in business concerns while acting as Government also the court-martial of an officer who, it is alleged, acted as confidential adviser to former business associates.
