Tho treaties with Russia and Roumania cannot bo questioned on tho principle of the self-determination of nations. Belgium's fate and tho Balkan question may be settled at the Peace Conference, also the freedom of the seas, the dismantling of Gibraltar and Suez Canal rights. Germany would have the right to use coaling stations, and colonial questions could bo settled on the basis of the status quo.
