It is now regarded as certain that the Japanese, with the Allies, will inter* cue in Siberia. The newspapers almost unanimously favour this step. TOIvIO, July 22. The Diplomatic Council has approved America's proposal for joint intervention. A proclamation is being issued assuring Russia that tho Entente has no aggressive designs. WASHINGTON. July 22. It is understood that the JapaneseAmerican agreement regarding intervention in Siberia has been concluded. The American plans to aid Russia include a military expedition and economic aid, but no attempt to reconstitute tho battlefront. (Roceived July 23rd, 7.25 p.m.) : OTTAWA, July 22. Tho "New York Times" Washington correspondent states that President Wilson will announce an AmerioanJapaneso military expedition to Russia to aid the Czecho-Slovaks. The correspondent states that the United States and Japan will fiend a joint military expedition to Vladivostok to hold the pity as a base for the operations of the Czecho-Slovaks against the former Austro-German prisoners of war. It is understood that no other Allies will participate. THE MUItMAN LANDING. STOCKHOLM, July 22. According to Moscow telegrams, th» population of the Murman district is stubbornly resisting M. Trotsky's mobilisation order. Whole villages ore fighting the Soviet's emissaries. AMSTERDAM, July 22. It is reported that the Bolshevik Government has given wav to German pressure, and is allowing German soldiers to guard the Emoassy at Moscow. FATE OF THE ROMANOFFS ("The Times.") AMSTERDAM, July 21. The Urals Soviets have announced that' by order of the Revolutionary Council, the "bloody Czar is happily de .■eased." A dccree, dated July 17th, declares that the Romanoff family property, - including deposits in Russian and foreign banks, is now the property of the republic. Tho Terrorists have taken the ex-Czarina and tho ex-Czarevitch tc the deep interior, but the exact plac< is not divulged.
