THE DISMISSAL OF tON KUHLMANN. AMSTERDAM, July Zl. German newspapers detail an angry quarrel between Heir von Kuhlwunn and the Kaiser at Headquarters. Von Ludendorff threatened to resign unless von Kuhlmann resigned. Von Herciing repaed that von Kuhlmann would resign guietly during the .Reichstag recess. Kuhlmann went to the Kaiser and refused to do this. A violent dispute ended in Kuhlmann's dismissal, and his being ordered back to Ber>in by the first train. AUSTRIA AS MEDIATOR. Count Czernin, Austrian Minister of Foreign Affairs, in a speech in the Austrian Upper House, declared that Austria had no direct friction with Britain. Austria was less unpopular, weaker, less dangerous, more moderate in her demands than Germany, and fairly free from annexationist desires. Thus she was absolutely predestined to fill the role of mediator, but this was only possible provided she secured the full confidence of Berlin. Count Czernin said ho hoped Germany's war aims would remain purely defensive. It was mere presumption ta say that, a terrible war was being prolonged for foreign States' annexationist aims ■which would endanger the alliance. Herr Sehiedmann attempted to address his constituents at Solingon, in defence of the majority Socialists' policy, but thousands of Independent Socialists shouted him down, and police dispersed the meeting.
