PRINCE LICHNOWSKY'S DISCLOSURES.

NEW YORK. May 23

Mr Thayer, a leading historian, in a letter to tho "New York Times, discloses authentic information that Princo Lichnowsky, when leaving England, told Admiral Hood: "Tho Kaiser asked me to ascertain whether Britain would participate in a war. I replied that it was unlikely that Britain would go to war on any account, because sho had ceased to be a martial nation and cared only for money and luxury. She could not prepare a useful force in less than a year, and had civil war impendin** in Ireland. Tho British were so unmilitary that they allowed suffragettes to intimidate them. I have no doubt that my report influenced the Kaiser to declare war, so I know -what my fate is likely to be."

WASHINGTON, May 23. Advices indicate that martial law has been declared in several districts of Bohemia, owing to riots of Czechs and Bohemians.

Bombs of enormous power, and many boxes of explosives, -were found in tho Limmat river at Zurich. An investigation shows that Germany sent Italian anarchists from Germany, accompanied by minute instructions, who were to blow up several munition factories and electrical works.

Numerous arrests havo beon made at Zurich, Lausanne, and Lucerne, including a notorious anarchist.

LONDON, May 23

The Bulgarian Socialist Party's reply to the inter-Allied Socialist memorandum, being the first official reply from the enemy, has reached London,

The reply accepts the general proposals of the memorandum and the majority of the suggested territorial adjustments. Although the reply maintains that ethnographically Macedonia should be united to Bulgaria, it seems probable that the Bulgars would be willing to agree to Macedonian autonomy.

The reply expresses a hopo that the German Socialists will reply to the memorandum in an equally moderate and conciliatory manner.
