WAR COUNCIL BILL
OPPOSED BY PRESIDENT WILSON.

The "War Council Bill has been introduced in the Senate, despite President Wilson's objections. Many believe that this presages a tesr, of strength between the Executive and Congress. Mr Josephus Daniels (secretary of the Navy) asked Congress to double the navy personnel and also to treblo the naval fliers. It is announced that Holland has agreed to charter to the United States ISO Dutch ships held in American ports. NEW YORK. January 22. The "New York World" condemns the War Council Bill as a vicious measure designed to strip the President of power. If the Bill is carried, the President must refuse his assent. The "New York Sun" approves of the Bill. A recent Washington message stated: A Bill creating a War Council of three civilians will be introduced in the Senate on Monday. It empowers the Council to co-operate with President Wilson in the entire conduct of the war.
