Tho formula states:— H) Germany is fighting l'or her freedom and independence and this maintenance of her territory; ('!) The Reichstag desires a lasting peaec secured on a good under"landing with all peoples, and considers that the forced acquisition ol territory and political, economic, and financial disabilities arc inconsistent v.-itli such a peaec. (3) The Reichstag protests against all plans for economic blockades after the war and demands the freedom of i li<; seas and advocates the establishment of an International Court; M) Whilst the enemy Governments will not acccpt such a peace the Gorman people unanimonslv agree to continue to fight. Tho Crown Prinoe, speaking to several of. the party leaders in the Reichstag, asked their opinion upon Dr. Ton Bethmann-Hollweg's resignation. ROME, July 15. German news received in Switzerland shows that the people are irritated at tho unsuccessful conduct of the war, and are indignant at the gross diplomatic blunders and systematic dissemination of false official news. The irritation has been increased by llic reckless squandering of lives on tho West front, while the Russian adirnnce has caused a great wave of depression . Grave disorders were reported in over 40 German towns recently, showthat the people are dangerously near revolution.
