BOROUGH COUNCILS.

RICCARTON. The Riccarton Borough Council met last evening. Prcfcnt—Tho Mayor (Mr J. Brown), and Ore. \V. Dalley, A. Hampton, H. W. Wise, T. J. Stokes, A. D. Ford, J. Munningo, and A. E. Stecre. On the motion of Cr. Ford, it was resolved to issue debentures for the amount of £350 being 10 per cent, on tho £3300 loan authorised to bo raised on November 6th, 1915, for the completion of tlie electrical reticulation system, and that in order to provide security for the repayment of interest, a special rate of l-73rd of a penny bo struck on tho rateable value of all rateablo property in tie borough. The financial statement, which was adopted, showed all the various loan accounts to have substantial credit balances. Tho receipts for the past monili amounted to £523 Is Id, and the expenditure to £321 13» lid. The Lighting Committee reported that since tho Inst meeting five additional consumers had been connected with, the supply. Fifteen street lamps had been renewed. Tlio report was adopted.

NEW BRIGHTON. A meeting of tlio Now Brighton Borough Council was held Inst night. Present—Tho Mayor (Mr F. Kibblewhite), and Crs. P. Christian, E. Browning, P. Sincock, A. M. Chivere, C. leroeleon, J. Buxton, A. W. Owlcs, and C. H. "Winny. Motions of eympatbv with the relatives of tho late Captain D. B. Macfarlane, Lieut. L. F. Corson, nnd Rifleman A. Chammen were camod in silence.

The Finance and By-laws Committee recommended that tho Council pay the Hospital and Charitable Aid Board levy in Bis instalments.—Adopted.

The estimates for the current year wnro considered and adopted oo presented.

Tho Works Committee, in its report, recommended that the North Canterbury Hospital and Charitable Aid Board be written to, drawing attention to the unsatisfactory manner in which, the Banitary inspection, of the borough is carried out.—Adopted. The Board of Education thanked the Council for. agreeing to convert the leasehold of tho North Brighton School site to a freehold.

Mr E. E. Stark, City Electrical ; Engineer, asked permission to put a manuka brush around tho sub-etation in the Domain, facing Osborne street It was hoped to fit art the lighting of tho streets within tho next three weeks. Referred to Lighting Committee, with power to act.

It was decided to give a donation of £2 2s to tlio fnnds of the Canal League.

The Lyttelton Borough Council wrote accepting Or. A. W. Owlea an the representative of the combined Boroughs of New Brighton and Lyttelton an tho Cbristcliurch fipmain Board.

Mr A, E. Bodger's offer to purchaco trees in.River avenue, at 1b per tree, and to lease the Reserve held at present' by the trustees of the late Mr Withell, was referred to tho Reserves Committee, with power to actIt was decidod not to endorse the resolution of tlio executive of the United Fire Brigades' Association asking for the exemption of firemen.

Correspondence from tho Minister of Internal Affairs dealing with borough endowments was referred to the Finance Committee.

Tho Reserves Committee recommended oa follows:—That the Town. Clerk write to Mr James Lorgclly, asking liim if ho is willing to take over Mr Coleman's lease of tho south reserve; that Richmond terrace reserve, from Haidv street to Gale's store, bo planted with weeping l ' end other willow trees.—Adopted. SUMNER.

The Sumner Borough Council met last night. Present—The Mayor (the) Hon. J. Barr), Councillors C. Benjamin, W. J. Lawson, A. Senior, T. Dryburgh, H. C. Jamieson, J. H. Gibbs, T. E. Whitfield, and R. Piercy. It was decided to purchaßO the Heathcoto County Council's road roller at a cost of £525. Permission was granted Mr T. G. Williamson to erect a motor shed on the Redcliffs tire station section. Mr E. Denham was appointed the Council's representative on tho Board of Governors of the Technical College. Tho Hastings Borough Council wrote regarding the Nat Beamish National Development Scheme.—Received. The Sumner Fire Brigade wrote, enclosing resolution on behalf of the United Fire Brigades Association regarding the exemption of firemen in the Second Division.—Received. The Finanec 'Committee reported that tho gas manufactured for April amounted to 478,350 cubic feet, 41 tons 6 cwt, of coal being used, giving a return of 11.597 cubic feet to the ton. j The Town Clerk was appointed managing secretary of the gas department, and it was decided' to lower the price of gii3 by giving larger discounts. It was decided to closo the gas office and transfer the work to tho .

town clerk's office, and increase tho wages of the general hand and stoker at the gas works. The financial statement showed that the receipts for May amounted to £359 15s 6d and tho payments to £556 12s 9d. Tho district fund debit ,at the end of the month amounted to £2357 8s 3d. Tho Sumner School Committee applied for a rebate of half the amount of the water supply chargc.—Agreed to. Tho Lighting Committee reported that 81 applications had been received for electric light in RedcJiffs. Cn the recommendation of tho committee, a scale of charges for heating and other purposes was adopted. The question of lighting the fire superintendent's quarter's freo of chargc was referred to the Lighting Committeo. The purchase of a permanent quarry was referred to the Works Committee.

Mr A. D. Patereon's solicitors wrote asking that the Council re-consider its decision not to grant permission to conncct his building on Scarborough with tho drainage, water, and gas services. Tho By-lawe Committee reported having considered the application and had no recommendation to make. The report «a» adopted. Councillor C. Benjamin was appointed to represent tho Council on tho Sumner Library Committee. ilr H. Hobday applied for tho Council's consent to a right-of-way on Mt. Pleasant. —Granted. It was decided to notify tho owners of sections which had overhanging fences that the nuisanco must bo attended to.

LYTTELTOX. A special mooting of the Lvttelton Borough Council wjvb held last evening to pass a, special oH*r authorising tho raising of a loan of £5000 to tako over tho electric lighting installation at Lvttelton. Present—The Mayor fMr W. T. Letter). Crs. J. H. Collins, il. .T. Miilrr, T. C. E. Johnston,. J. It. "Webb. J. T. Norton, F. C. Norton, C.' H. Arar, sin'l J. J. Goster. Cr. J. T.
