The "New York Times" "Washington correspondent says that witjx the returns from threo States yet to come, the actual registrations total 9,500,000. Army officials arc hopeful that the men will he drafted by July Ist, and encamped bjr September Ist. It is .officially announced that all male British subjects between the ages of 18 and 45 years will be compelled to enrol and join the British colours.

SHIPBUILDING PROGRAMME. HUGE OUTPUT IN AMERICA. WASHINGTON. June 17. Officials anticipate that America's shipbuilding programme will more than equalise the entire losses through the submarine campaign. Colonel Goethals expects that 3,000,000 tons of steel ships -will be constructed in 18 months. It is estimated that the American yards will be able to complete 23 ships each of over 16C0 tons weekly. American companies have agreed to furnish SOO,OOO tons of steel monthly. The only question is tho capacity of the yards, which arc working day and night. About 1,000,000 tons of British-or-dered shipping, which is being constructed in the United States, will voluntarily be transferred to America, and placed at the disposal of the Shipping Board. It is believed that America will commandeer wooden ships. THE LIBERTY LOAN. NEW YORK, Juno 17. The latest estimates of the Loan place the total subscriptions at 900.000,000 dollars. Small applicants will receive allotments but tho 2,01)0,000,000 dollars limit will not be exceeded. LORD NORTH CLIFFE'S MISSION. WASHINGTON, June 17. Lord NorthclifFe conferred with President Wilson, on war measures, particularly the food problem. It is believed that the advisability of an additional loan was also discussed. BELGIAN COMMISSION ARRIVES. WASHINGTON, Juno 17. The Belgian Commission has arrived in ail American port. The personnel is:—Messrs Monchour, Leclerq, Durrell, Jean Maartens, and Hector Cartier. They raided a Russian I.W.Wi grotip, making a score of arrests. ANTI-WAR RIOT. NEW YORK, Juuo 17. Thousands of Russian Jewish women demanded that tho Mayor should receive an anti-war protest. 'Mr J. P. Mitchel, the Mayor, refused. The women then rioted, and the police arrested three ringleaders. They charged tho mob of men sympathisers with the baton.
