Soldiers invaded a meeting of 13,000 foreigners at Madison Square Garden and arrested eight distributors and captured anti-conscription literature. Tho "New York Herald" says that this amounted practically to martial law. Anti-conscriptionists have been arrested in Kansas City and Topeka. DEALING WITH SHIRKERS. The anti-militaristic documents seized show that thero is a Collegian AntiMilitarist League, with branches in most of tlio leading universities of the East and Middle West.
