The Reichstag Constitution Committee agreed that the Chancellor and Ministers of War and Marino should in future approve the Kaiser's military and naval nominations. AMBITIOUS DEMANDS. WILL RUIN GERMANY. (Router's Telegrams.) (Received May 7th, 6.5 p.m.) ZURICH, May 6. A pamphlet which is being circulated amongst the German Army approves tho demands of Herr von Ludendorff that the Central Powers should annex Belgium, Northern France, Courland, Poland, Serbia, Montenegro, and Egypt, and also that they should form a Central African Empire. The pamphlet asserts that the Entente must bo deprived of two-thirds of their natural riches. The newspaper "Arbeit Zeitung" denounces these criminal projects, because they involve tho ruin of Germany. THE CHANCELLOR'S SPEECH. TO BE DELIVERED TO-DAY. THE PARTING OF THE WAYS. (Australian and N.Z Cable Association.) (Received May Bth, 12.15 a.m.) AMSTERDAM. May 7. Private tclegram 9 from Berlin state that the Chancellor, Dr. von BethmannHollweg, delivers his long-expected speech in tho Reichstag on Tuesday. Interpellations show that the Conservatives and Socialists both demand an answer regarding tho policy of "no annexation and no indemnity," as Austro-Hungary suggests. Tho "Vorwaerts" tells Dr. von Beth-mann-Hollweg that he stands at the parting of tho ways. The "Vorwaerts" publishes a telegram from the Hungarian journal "Pester Lloyd," stating that there is no difference between the war aims of the Central Powers, but the policy of extensive annexation which a section of the German Press is upholding is contrary to Count Czernin's policy towards Russia.
Reactionary German newspapers are very alarmed at the Constitution Committee of tho Reichstag acccpting the proposals making the Chancellor responsible to the Reichstag.
