MINING THE NORTH SEA. ALLIES' NEW MOVE. WASHINGTON. May 4. The Allies and tho United States are considering the mining of practically the whole of the North Sea in order to suppress the German submarines. AMERICAN STEAMER SUNK. SURVIVORS LAND IN IRELAND. (Router's Telegrams.) LONDON, May 4. Two submarines torpedoed and sank the American steamer Rockingham. Two boats, containing thirty-threo survivors, were rescued by patrol vessels, which landed them in Ireland. A third boat, with fourteen occupants, is missing. THE TORPEDOED TRANSPORT. PATROL' BOATS TO THE RESCUE. MARSEILLES, May 4. The British transport Arcadian, which was torpedoed in tho Mediterranean, sank at 5 o'clock in the afternoon. Patrol vessels were quickly on the sceno and began tho work of rescue. Officers and men showed splendid gallantry by jumping into the water and picking up survivors. on 6 patrol boat saved 236 in an hour, and transferred them to a warship.

Admiral do Chair (Naval Member of British Mission) informed the mom--I>ers of the House of Representatives' Naval that Germany is building three super-submarines weekly. SAFE CONDUCT IGNORED. NORWEGIAN VESSEL CAPTURED. SURVIVORS' TERRIBLE ORDEAL. (Australian and X.Z. Cablo Association.) COPENHAGEN, May 4. A survivor has described the seizure of tho Norwegian steamer Carnitta, laden with corn, forwarded by the Belgian Relief Committee. When the vessel was stopped in the North Sea. the commander of the submarine refused to recognise the German safe conduct pass, and ordered tho crew of twenty-three into two small boats, nor would he allow them supplies. A prize crew took the Carnitta to Germany. Five of the occupants of one of the Carnitta's boats died, and two of the corpses remained in the boat, the survivors being too weak to throw them overboard. All suffered terribly from their six days' buffeting: two subsequently died* and it was found necesBary to amputate both legs of tho remainder owing to gangrene. Four of the occupants of the other boat died from starvation. Some fell out of the boat and were drowned. The few survivors wero found halfdead at the bottom of the boat when it was picked up. Ed that the Norwegian shipping losses constituted a grave problem. If the German submarine warfare were continued it would be impossible to replace Norway's tonnage, and at the present rate the whole of the mercantile marine would be wiped out in eighteen months' time.
