A Berlin communique states: "The Austrian and. German and Turkish and Bulgarian armies in Roumania havo completed their junctions. "We havo captured Targovistea, and completely defeated the First Roumanian Army. "The remainder of the Roumanian First Army was driven across the Titu junction into the arms of a German infantry division. "The enemy has been defeated both north-west and south of Bucharest, and an additional 8000 men have been xaken prisoner, together with an enormous quantity of booty, and 35 guns. It is questioned whether the Russians can bring up sufficient troops in time to assist the Roumanians to nse the Bucharest forts as a support for their armies." A German newspaper states that the Grand Duke Nicholas has been appointed to the supreme command of the Russian and Roumanian armies in the new theatre of war. Ho was hurriedly srummoned to the Czar's headquarters to receive his appointment. The Russian section of the new armies consists of thirteen army corps, totalling 400,000 effectives.
