Times" correspondent at Home states that a secret Consistory of Cardinals will bo held at tho Vatican on December 4 th, and the public Consistory on December 12th. Tho Frcnch Consistory in tho Sacrcd .College of Cardinals is within three of tho highest number which it has rcachca for many years. The creation of threo French Cardinals is regarded as enormously significant, being a fipccial honour to France, although reasons aiono prevail. NOBEL'rRIZES AWARDED. (Australian and N.Z. CANADIAN LEGISLATION. ' OTTAWA, November 10.
