INCREASED NAVAL EXPENDITURE. (By Cab!«.—Press Association.—Copyright.) (Received December 17th, 12.50 a.m.) TOKIO, December 16. The Budget estimates the revenue at 553,000,000 yen. which will equal the expenditure. The naval programme provides for the expenditure of an additional sum of 45,000,000 yen, spread over a period of four years.
