The trade agreement. which has hitherto I>cou serrct. stipulates that good > must not be re-exported excopt to neutral and Allied countries. The seller and the buyer must make a declaration to this effect. and give the C'oran.ittea tho widest in its control of the final destination. Ile-cx-j>ort ol the following goods to Sweden and Norway is allowed:—Coffee, tea, tobacco, .vlieet iron, and cloth. Concessions under the agreement do not apply to raw cotton, coal, coke, oils, paraffin, timvare, and rubber. Heavy lines are provided for any contravention of the agreement.
