CLEMENCY TO REBELS. - ~ CAPETOWN, December 10. Mr Mcrriman's amendment recommending clemency to rebels in individual cases, was carried by 81 votes to 26. The majority consisted of Nationalists. On December 3rd. during the discussion on ' General Hertzog's Amnesty motion. General Botha said the Government would be glad to release the rebels, but the attitude of the Nationalist party made an amnesty unsafo. The Government tflfcn accepted Mr J. X. Merriman's amendment recommending clemency in individual eases.
