In the Assembly, Mr Carmiehael moved a motion in favour of a referendum on tho question of curtailing tho hours for the «aIo of liquor. Ho said that ho took this action on tho ground only of national economy and limiting tho extravagance of tho public. After a debate, in which tho majority of tho speakers favoured action" without going to the expense of a referendum, Mr Holman interposed to ask Mr Carmiehael to explain wliv ho took action without consulting tho Government or tho Caucus, when the proposal was not ' included in tho Labour platform. Mr Carmiehael replied that ho always thought members of tbo Caucus wore bound to vote on matters in tho platform or affecting th© fate of tho "Government. The Pre. tnier. who was as bewildering as a double negative, reversed tho whole thing, and said that if a matter was outside the platform members had no right touring it forward. From his greater experience of "solidarity matters" he could draw quaint interpretations di wellknown laws The motion was negatived by twentyfive votes to seventeen.
