ANOTHER BRITISH NOTE IN PREPARATION. WASHINGTON. July 27. Sir Edward Grey has telegraphed to Mr Lansing, Secretary of State* saying that Britain is preparing another Note to the United States on the subject of the British Order-in-Couucil, and asks for a delay in tho publication of thc last Note until the new ono has been received. Mr. Lansing has agreed to this. Our San Francisco correspondent writes: — , No one was very much surprised, and indeed the whole nation was gratified, when President Wilson named Mr Robert Lansing at Secretary of Stat© to succeed Mr William J. Bryan. Mr Lansing has since thc outbreak of tho war been tho counsellor of the State Department, and as such has advised President Wilson in law and precedent in the policy pursued hy the United States toward the belligerent Governments. He had really had much more to do with shaping tho course of this nation than had his former chief, Mr Bryan, and it is fittinrr that ho should ho"ndvnnced to the Cabinet to carry on his work. Mr Lansing has devoted his life to international lnw and diplomacy, and in • this respect is in conspicuous contrast to the man whom ho succeeds. It is the almost universal opinion that the Cabinet has been decidedly strengthened by the substitution of-Mr Lansing for Mr Bryan. TRAPFICIJT COTTON. .SUPPLIES FOR SWEDEN. COPENHAGEN, July 28. An official statement says that seventy, thousand bales of cotton, destined for Sweden, wero stopped by England. Fifty-fivo thousand were allowod to proceed on Sweden agreeing not to reexport them. HUGE GERMAN IMPORTS. (Received July 29th. 12.5 a.m.) LONDON, July 28. The "Cottoir Gazette" states tha* data collected from authoritative sources shows that about nine hundred . thousand bales of cotton entered Germany through neutral sources in 1914----15. ' "-..:'",
