Iv tho discussion that ensued on Clause 1. a section of tho country members developed a strenuous opposition to tho Dill, urging Mr Siuey to modify it by making it apply on 'v to boroughs nod cities, or withdraw it until after the war, and. so save tho time of tho House. Mr SIDEY declined to withdraw the Bill, claiming that it would save tuo people of tbo country £50,000 per nunum in reducing tho cost of artih.tal *Tho discussion on Clause 1 of the Bil{ | proceeded at great length at the enniiig sitting. At 11-20 p.m. tho first motion to report progress on the Bill was negatived by 33 votes to 26. 'At 12.45 a.m. another division was taken on a. motion to report progress. This was lost by 30 votes to 22. At this stage the Hon. «. H. HERRIES suggested that Mr Sidey should be satisfied with passing the short title of tho Bill, and then report progress and let the House go borne. The suggestion was not accepted. Mr HEftttlES said ho had endeavoured to hold out tho olive branch and. Ie regretted it had not been accepted as he had expected.
