Ttie United States 1 Note, a s finally drafted, notifies Germany that unless she abandons submarine warfare,- tbo United States will regard a further loss of American lives as an unfriendly act. (Received Juiy 22nd, 9.20 p.m.) LONDON, July 21. Router's correspondent at Washington says the American decision to inform Germany that the further loss of American "lives through the operations of submarines will bo regarded as an unfriendly acL, virtually ends the discussion of the principles of the case. Tho Noto assumes that Germany admits that pas-iengois must firbt be removed to safety before- unresisting merchant ships aro destroyed, ar.d that Germany must con'crm to international law. It is understood that tho phrase "unfriendly act" is used with the'-full-know-Uvlgo that it may lead to a severance of friendly relations/ The Note insists on reparation for the loss of Americans in tho Lusitama, and rejects the Gorman proposal to exempt American vessels not carrying contraband from submarine attack, and also tho proposal to transfer four belligerent vessels to tho American flag.
