RETIREMENTS AND CHANGES.

NOTES ON THE NEW CABINET

The reconstruction of the Cabinet has necessitated the retirement of the following Ministers: — Lord Haldane, Lord Chancellor. , Lord Beauchamp, Lord President of tho Council. Mr Herbert Samuel, President of the Local Government Board. Mr J. A. Pease, President of the Board of Education. Lord Emmott, First Commissioner of AA'orks. Lord Lucas, President of the Board of Agriculture. There is no Postmaster-General in the I above list of Ministers. Mr C. E, Hobhou.se filled that office in the late Ministry.

The following have changed portfolios :—- Lord Crewe, from Lord Privy Seal and Secretary for India, to Lord President of the Council: Mr Churchill, from First Lord of tho Admiralty to Chancellor of the Duchy of Lancaster; Mr MeKenna, from Homo Secretary to Chancellor of the I'xchequer; Mr *Harcourt, from Colonial Secretary to First Commissioner of AA'orks; Air Lloya George, from Chancellor of the Exchequer to Minister of Munitions (a new post): aSir John Simon, from Attor-ney-General to tho Home Office;- Sir Stanley Buckmaster, from SolicitorGenerul to I.ord Chancellor.

Of tho Unionists. Mr Bonar Law Lord Curi-on, and Sir Edward Carson are new to Cabinet rank. Lord Curzon. now iv his 57th year. was UnderSecretary for India 1891-92. and Un-der-Secretary for Foreign Affairs 1895----98. From 1899 to 190-5 he was A'icci;oy of India. Mr Bonar Law was born in Canada in 1858, and partly educated there. He entered Parliament in 1900, and was Parliamentary Secretary to the Board of Trade from'l9o2 to 1906. In 1911 he was chosen Leader of th© Opposition in succession to Mr Balfour.

Sir Edward Carson, now in hi*, 62nd year, was Solicitor-General for Ireland in 1892, and Solicitor-General 1900----1906.

His first Ministerial position was Under-Secretary for A\".*i r in 1869. and lie subsequently held tho posijior_s of Governor-General of C.-noda. A'iceroy of India, Secretary for 'f.'ar, and Foreign Secretary. It wa«. during his term of office am Foreign Secretary that the Entente with France was brought about.

Mr Aueten Chamberlain, the eldest on of the kite Mr Joseph Chamberlain, was born in 186.'). and entered Parliament in 1892. He was Civil Lord of the Admiralty ISOS-1900. Financial Secretary to the Treasury 1900-1.002, Post-master-General 1002-1003. and Chancellor of the Exchequer 1903-1906. Mr AValter Long has been in Parliament since ISSS. Ho was Parliamentary Secretary to the Local Government Board 1886-1892, President of the Board of Agriculture 189*5-1900. President of the Local Government Board 1900-1905. and Secretary for Ireland 1905-1906.

Lord Selborne was an M.P. for ten years before he »"ucceeded to th© title. He was Under-Secretary for tho Colonies from ISOS to 1900. First Lord of the Admiralty from 1900 t© 1905. and High Commissioner in South Africa from 1905 to 1910.

Mr Arthur Henderson, the Labour representative in the Cabinet, was born in Glasgow in 1863. and worked as a moulder at Newcastle. He was prominent in his trade union, and Warn© a member of the Newcastle City Council and Alayor of Darlincrton. Tn 1903 ho was elected to the House of Commons for a Durham constituency. He was chairman of the Parliamentary Labour Party from 1908 to 1910. and has been Secretary to th© Labour Party
