The American Note contains a snggestion that the German submarine commanders probably misunderstood their instructions regarding the sinking of the Lusitania.

Mr Roosevelt, in an article contributed to a magazine, entitled "Murder on the High. Seas," says:— "America ia being as neutral as rontius Pilato was neutral. President Wilson's absurd exaltation of peace over righteousness has brought the United States into contempt before the whole civilised world. The Germans are worse than the tfarbary Pirates, and ought to be suppressed as pirates by all tho efforts of all nations. Their hideous wrong-doing in Belgium, allowod to pass without American protest, has exposed the United States to tho deepest soorn and contempt."
