Sir,— Slight I suggest through the medium of your columns,/ that if owners of properties, especially in the Central area, would make their tenants pay their proportion of rates instead of the owner, it would give the city a much stronger fighting force, as it would entitle them to a vote each. In some cases owners insist on tenants paying rates. "Such impositions as unimproved rating, whereby £9000 annually is shifted on to the shoulders of the Central area, could easily be placed back on to those that handed x;ir rnnosition on to their neighbours. As regards the voting at the recent poll. I" understand each ratepayer could, if he or she wished it, vote once in twelve different booths for the eanic issue? For instance, when I found out the difficulty that ratepayers were experiencing in getting, their baljotpaper I tried several booths and found i coutri lip'-e voted <n os'.c'o booth visited Surely these ballot-papers at the recent poll should be cheeked in some I wav? I mention this because I understand there is a Mayoral election i shortly and the same system of voting 1 applies! That is. if there are twenty polling booths, there is nothing to prevent dishonourable ratepayers voting twenty times with no check on their dishonesty.
