Sir Edward Grey, in an interim reply to the American Note, concurs with the priuciplo enunciated by America that belligerents should not interfere with neutrals' trade unless interference is necessary to belligerents' safety. Britain will endeavour to act within this principle provided America does not deny her right to interfere with contraband.
Statistics arc quoted thowin*- that New York's exports to neutral countries largely increased in November, lfll'i, compared with November, 1913. Sir Edward Grey that the shrinkage in neutrals* trade, is due to the diminished purchasing power of belligerents rather than to Britain's particular action. The increases in neutrals' importation of American Conner creates the stronsr presumption tha-t tlie bulk of this copper is intended for the cnemv's use.
