RICCARTON.

The Riccarton .Borough Council met last evening. Present —Tho Mayor (Mr J. Brown) and Crs. A. D. Ford, T. Waddell, T. J. Stokes, W. J. Edwards, F. Georgo, G. D. White. J. Dempster,' and W. Hellnvell. Tlie Mayor briefly welcomed Cγ. Georgo, who was elected to fill tho vacancy caused by tho resignation of Cγ. E. J. Foster. Tho financial statement showed: — Dr balance. District Fund Account, £55 8s 3d; receipts since last meeting, £177 17s 6d; expenditure. £187 18s Uα;, cr balance No. 9 Loan Account, £6 A diyntation of resmfiits .n Lower Mandevillo road waited on.the Council and complained of tho practice of. slaughtering cattle, sheep, and horses, which . occurred almost every Sunday morning" in a paddock in their ne : fc>"bourhood- .It was stated that old and useless animals were brought to the paddock to bo slaughtered chiefly for dogs food, and frequently the operations were .carried out on tho road and in full view of people in the vicinity. Ine practice was most objectionable for wo-' men and children to witness. Tho cark\v.ses were skinned and the bodies frequently left till the stench was unbearable, but sometimes an attempt was made to bury them. The place was a happy hunting ground for all the dogs and cats in the district. One resident also udded that his neighbour had procured, a rifle and was waging war on the cats and dogs, and he did not feel too safe as » result. It only needed a German aeroplane to appear to complete the scare, and compel them to get out." In reply to the Mayon members of the deputation offered to give evidence, if required, as to the nuisance, and quote instances which had recently occurred. As the Council was doubtful as to its power under the by-laws to deal with the matter, it was resolved to immediately place the complaint in the hands of the police, and that the By-laws Committee consider the question of the Council's power to take action.
