Certain South American Republics liave asked tho United States to cooperate, in oxcludiup: nil belligerent warships from North and South American ■waters. They urge that a series of diploma:ic conferences be held, at which negotiations be opened with the belligerents to arrange a modus operandi. Tho Republics state that trade is paralysed between North and South America, and they are anxious to restoro it .'is soon a,s possible. Tho Argentine. Chili, Peru, and Uruguay have r.l ready made proposals to the United States asking for co-opera-tion. The Colombian Minister has publicly announced that Colombia has maintained the strictest neutrality since the war broke out. If Britain and France show evidence of infringement, Colombia will immediately punish tho persons involved. The wireless station complained about is under strict supervision. Senor Betancoiirt admitted, however, that it would be possible for Germans to have erected another secret station. The fruitless efforts of the United States authorities to find such stations upon the Pacific Coast wlv»n they knew of their existence showed the difficulty of dealing with such a matter.
