Persons likely, to be away from •their own constituency on election day can make application for an absent voter's license from the Registrar of Electors in the district in which they may happen to "Be. If there is no registrar the form will be sent to them on application to any Registrar,' either by telegram or letter, fcuch applicamay be witnessed by a registrar, a Justice of the Peace, a postmaster, or a responsible Government officer. It the, application is" made on the day of the issue of tho writs. before a Registrar, provision ■is made for the Registrar of the district, where the application is made telegraphing the application to the Registrar of the district ■where the applicant is registered.as an elector, and "the permit will • be forwarded to the applicant at the address given by him. ' ". '
