Air Lloyd George, speaking at the City Temple, 6aid ono of tho greatest of the French Generals had told him that the man responsible for this Avar had tho soul of a devil. .Not a single member of tho British Cabinet had thought Avar Avith Germany possible under existing conditions. Neither were their Allies, Belgium, and Serviiu responsible. Tho vulture which had been hovering over Belgium for some timo had soared so high that it made a mistake. It thought it Avas pouncing on a rabbit, but it fell on a hedgehog.
