REOPENING OF ENGLISH AND AMERICAN EXCHANGES.
(Received November 4th. 1.45 am) NEW YORK, November 2 A scheme is afoot whereby the No* York banks will lend ten million dollatl to members of tho Cotton Exchange to facilitate the re-opening of the market soon after November 16th.
