NEW SCALE OF GRANTS

I j>er annum on eacn free pupil. (b> Wtien that income is over £~ but .oc over -If per anuum, there snail bo paid on each tree pupil an annual grant of £4, together with oiie-iourth of the dencieney of that income below _._< per annum. («.\> When that income is over £5, but under £'- per annum, there shall bo paid ou each free pupil an annual grant of £6, together with three-fourths of the deficiency of that income below t,\) por. annum, (d) When that income is not over .to per annum, there shall bo u_id on each free pupil an annual "grant of £9, togetocr with nmotenths of the deficiency of that income below £_> per annum. (0) ''The net annua! income per head" shall be fonnd by dividing the net. annual mcomo derived from endowments by the total number of pupils attending the school, exclusive of pupils in any lower departments, provided that the capitation payable on account of each free pupil _.all bo threequarters of tho rates named above, unless the following conditions are complied with:— (1) Tho salary of the principal of a boys' secondary school or of a mixed secondary school thai! not bo Less t_s-n ..-fin i_r annum.
(2) Tho salary of the principal or a girls' secondary -Chool .-hall not bo less than £300 per annum. (3) The average salary ol ail the full-time assistant masters in any secondary school shall not be less than £250 per annum. (i) The average salary of all the fub-time assistant mi stresses in any secondary school shall not bo -c_s than £175 per annum. (5) The salary paid to any assistant teacher m any .ecoutlary school shall not be k_s than £150 per annum. (li) Tho total amount expended en the teaching staff in any .coondary school (exclusive of 'ho lower departments) shall not he less than £12 10s per head of the totai number ol pupils attending the school exclusive of the pupii. in any lower department. (7) Tho'number of tuli-tmie .1 S-_t-nnt teachers in any secondary school (exclusive of the teachers in auy lower department) shall not Iks leys than one for every twenty-five pupils (exclusive of the pupils in any lower department), provided that in _pooiii> circumstances, with the approval of tho Minister, other arrangement, of the staff, securing as nearly a.s possible equ. 1 efficiency, may be made. APPOINTMENT OF TEACHERS. Tho Boards, subject to the Act and regulations, shall appoint tho schooi t etchers. When it appears to a, Board, after consultation with the. senior inspectors, that two or moro candidates possess as nearly a.s may be equal qualification.., it may select not moro than three names for consideration by tho Committee. Committee., may'make a recommendation lor the appointment, transfer, suspension, or dismissal of teachers, and no appointment, suspension, or di-mi...d may bo made without the Committees being oon.sultcd. It is provided that- the Minister may, where desirable, establish further secondary District. High, or Technical High Schools, or that he may di.__.abli.sh schools where desirable, hut this latter power shall not apply to tho present endowed secondary schools. The governing undies of such High Schools as that at Hamilton shall consist of nine members, three of whom shall bo appointed by tho Education Board of the district, threo by tho parent* of pupils, two by tho Government, and one by the urban School Committee neatest tho schoel. GENERAL PROVISIONS. Provision is made for tho appointment of medical inspectors of schools, the incorporation of tho Teachers' Institutes, and for Courts of Appeal (of which a Magistrate shall be chairman).
