MUNICIPAL WORKERS.
PROPOSED SUPERANNUATION SCHEME. (press ASSOCL-TIOK telegram.) WELLINGTON, July 15. A lengthy memorandum, prepared by the Mayor of Wellington, for submission to the Wellington City- Council on the subject of superannuation for municipal employees, has been submitted to the delegates to the present conference of the Municipal A_oci.ition. Accompanying the memorandum in the hands of the delegates is a report on tho same subject by tbe executive committeo of the Association. Tho committeo stated that it had considered the subject of a superannuation scheme tor local authorities, and on 30th June, 1913, wailed upon the Minister of Internal Affairs on the question. After hearing the deputation, tho Minister said that- any scheme introduced by the Government would not be limited to the Council staff, and invited the deputation to consider tho various points that had been discussed (.which included thg. making of the scheme conipuhory, the question of transference ot an employee from one local authority to another, contributions by local authorities or by Government., the. grouping or cradua'ting of employees, the extension of tho National Provident Fund), and to submit to him some scheme put into a concrete form by the local authorities. The committee had considered the question of an extension of the scheme of the National Provident Act so as to make it apnlicable to the case of superannuation of employees of local authorities. A precis of the provisions of this Act was given in the memorandum by the Major of Wcilineton. The recommendations of tho commit-toe-ivo''" .is f-.-llows . — (1) That the conference seek an amendment of '-he Na'.i'iial Piv-y'rlent Act in the direction of making a rational system ->t .;.ipcrnnnnation for ihe employees of local authorities, under which" it shall be optional for local mthontios to join. (2) That- it ho a further recommei.dation to the Conference that it- submit the matter of drawing up a scheme or. the above lines to two persons to he nominated by the Conference, and t-infc the scheme, when so prepared, bo submitted to the Conference for ultimate submission to the Government.
