RADICAL PARTY DEMORALISED.

WHAT THE PUBLIC WANT TO KNOW. PRECAUTIONS AGAINST VIOLENCE. (Received March 19th, 9.15 p.m.) PARIS, March 19. The Radical Party is demoralised, and there is a growing clamour for M. Monis's resignation. The public are discussing why the letter of M. Fabre, the Public Prosecutor, was not submitted to tho Rochette Commission, and why M. Barthou and M. Briand kept the letter by them for three years, did not breathe a word to the Commission, and finally handed it to M. Caimetto as his deadliest weapon against M. Caillaux. Tho Rochette Commission is now invested with judicial powers, the first Commission frith such high powers during tho history of the Third R<s--publir.; Owing to the unrest, the troops are confined to barracks in readiness. Measures have been taken to guard M. Caillaux's house, and Mme. Caillaux's prison and Parliament, during the funeral on Friday.
