HUERTA RAISING AN ARMY. (Recived March 10th, 8.40 p.m.) MEXICO CITY, March 19. It is reported that President Huerta, owing to tho increasing seriousness of the financial situation in Mexico, is preparing to re-open negotiations with Mr Lind, President Wilson's personal representative. Huerta summoned sixty of the wealthiest Mexicans and informed them that a decree had been passed, levying ten men from each owner of haciendas throughout the country to enable him to take the field against tho rebels. It is understood that if the hacienda owners agree, a, force of men will bo raised.
