PRESIDENT'S ACCUSATION. (By Cable.—Presa Awo-iatton.—Copyrifk-.. (Received March 16th 11.30 p.m.) SHANGHAI. March 16. Prosidcnt Yuan-shih-kai accuses Dr. Sun-yta-sen and General Huangh-Sung of supplying the "White Wolves" with arms and ammunition. He also declares that these rebels are endeavouring to establish bases at Shanghai and Hankow, in order to Dring about a rebellion, in conjunction with the "White Wolves."
