WASHINGTON, March 12

President Wilson informed callers that tho Monroo doctrino was as much a part of American foreign policy to-day as it had been a hundred years ago. Without expressing any opinion ou Dr. Page's speech, he refused to believe there was anything in the nature of a suggestion that the doctrine was obsolete.

The Senate, by resolution, declared that Dr. Page's remarks portended that the policy of the State Department was to abandon, upon demand, the Monroe doctrine, thus inviting European violation thereof,
