SOME POINTS EXPLAINED

Doug- • las, president of tho New Zealand' Federation of Master Plumbers, stated ]i that the report of the proceedings tele- I i graphed from Auckland was not correct j in so far as relating to direct tendering to architects, and also to a suggestion from a delegate that the, drainage and water supply boards should bo composed entirely of plumbers and doctors. I Ho stated that in tho matter of -direct tendering by sub-contractors, although it was strongly urged by several delegates, it was pointed out that the proposed .amendments to'tho Lien Act would probably overcome tho evil, that . tho subcontractors' tend to assist tho inoro scrupulous class of contractor, who has not to depend upon suojontractors' money to finance his job. In regard to the drainage water supply, and authorities, dealing with sanitation tipon which depends the health of tho people, Mr Douglas says the suggestion or recommendation was that provision should be made by tho Act (or at least three practical members, one each to represent the.public health, tho medical profession, and the sanitary plumbers; tho remaining members to bo elected by the ratepayers. It was also recommended that as a pure system of water filtration is necessary to tho welfaro of a perfect drainage and sanitation scheme, this should be controlled by ono authority, and in larger centres this should bo a board capable of giving its wholo attention, apart from other municipal concerns, to the very important trust which should he our first consideration, the health of tho community.
