ANGLO-GERMAN ABSTENTION

NEW YORK, December 22. Tho American Press is disgusted at Great Britain's refusal to participate in the Panama Exhibition. The general opinion is that the Government has blundered badly, revealing an agreement with Germany not to participate, and that Germany would be aa exhibitor if not bound to the chariot wheels of British stupidity. The "New York Herald" says:—"lt has been commonly remarked • recently that German diplomacy is constantly outclassing British. What shrewder move coidd be possible than to drive a wedgo to split Anglo-American friendship? The general impression is that Britain is acting in a spirit of pettj revenge for the Panama Canal Act."
LONDON, December 22. The Berlin correspondent of "Tho Times" contra verts the view that Herr Ballin's Panama Committee dissolved owing to tho Kaiser's influence. The suggestion that England and Germany are pledged not to exhibit does not obtain credence in Germany.
