WELLINGTON, November 12. i Temporary clerks throughout the Public Service will bo interested in tho i "Temporary Employees" Bill which was introduced in the Legislative Coiin- | cil to-day by the Hon, F. H. J>, Bell. This measure is designed to meet ♦ tho caso of those temporary clerks who wero in the Service at the timo of tho coming into operation of tlje PubHc Service Act, 1912. '•Temporary employment" is defined a_ not including: (a) "Employment of persons -.pocialiy engaged for summer or other seasonal work," or (b) "Employment of persons casually engaged at an hourly rate of pay, or at daily rates for less than one- month." Outside of these workers, the Public Sen-ice Commissioner, it is provided, j may continue to employ in the Public j fc>ervice for such period as he may oonfcider necessary nersons temporarily employed in the Public Service on tho coming into force of tho Act mentioned, and whoso employment ha* been since continued under eection '_. of that Act. Further, the Ckmimi--sioner, subject to tho approval of the Governor-in-Council. is to make regulations determining the conditions of am, ployment of such person* and prevailing conditions under which they may bo appointed %o the Public Service, and that persons appointed under such regulations "shall not in any ease obtain precedence over miblic officers appointed before them.'*
