Mr Bryan has published tho Note which Huerta presented to the foreign diplomats, in which ho explains that the usurpation of power by the Lower Chamber made dissolution imperative, and promises new elections at an early date. Meanwhile, he will continue the pacification of the country. President Wilson is now considering the question of allowing the exportation of arms and ammunition for all parties in Mexico, with a view to having tho insurrection settled ono way or tho other.
