HEADQUARTERS COUNCIL.

Melbourne, vnth regard to sending patrols of Scouts «J the inter-State rally to be held in Meibourne on the 17th January. l> w ** decided that, an effort should be made to send two patrols, ono from caen Island: the details to bo loft m tho hands of the chairman. . _ The Chairman reported that too I*3*telton troop had been awarded tlio King's Standard, the Now Plymouth troop being second. . A sub-committee, consisting o» Dr. Tnglis, J. D. Douglas, and Mr H. S. J. Goodman was appointed to revise the rales -nitli regard to tho King's Standard, and report to tlio next, meeting of the Council. Donations were received from Messrs R. Moore and J. D. Hall.

Captain Bennett, of Hamilton, was appointed Commissioner for Auckland South. The Chairman reported that Capt-aiti Bennett had increased the strength of tho troops in the Wuikato district to 300 boys. A letter was received from the Undersecretary oi' tho Department of Immigration, "addressed to the Dominion Chief Commissioner, with reference to the proposed introduction into the Dominion of Boy Scouts to satisfy the demand for farm boy labourers. The Hon. F. H. T>. Bell'intimated that he had made arrangements tbi'ough the High Commissioner's Office in London for the introduction of a number of boys to bo selected from the rural districts of England, Scotland, Ireland, and "Wales, under the conditions contained in a circular enclosed. The circulars had been sent out to the various post offices throughout tho Dominion in order to ascertain the number of boys required by the farming community hero.

Tho Council approved of Dr. Fenwick's scheme for cleaning watercourses, and it was decided to communicate with District Commanders throughout tho Dominion with regard to it.

Tho Chairman reported that there were 104 boys wlvo had earned tho Life Saver's Badge, 183 boys who had obt.iined the King's Scout Badge, and S Silver Wolves in the Dominion.
