GOVERNMENT DENOUNCED. (Received September 2nd, 11.20 p.m.) LONDON, September 2nd. The debate at Manchester was noisy and excited. .The delegates wore much disturbed, and a number abstained from attending a civic reception as a demonstration against the- so-called butchery, of workers. Mr Smillie supported a resolntion pledging all delegates to boycott tho reception, but tho resolution was defeated. Mr Ben Tillett characterised the Government as "a bloody Government." If the massacro at Dublin, was to continue, ho said, the workers must have the right to use-firearms. • -• ;Mr Stanton advocated a general striko as a reply to tho Dublin affair. A deputation from the Dublin Trades Council meets the Congress today.
